Low tech Biological WMD

Somnath Banerjee I was reading this on BBC Bird flu 'could kill 150m people' and wondering whether this could be used as a low tech Biological WMD. Another advantage is that the perpetrators could remain anonymous. This type of mass death could pass off as a natural disaster. Although this article pertains to Asia something similar, such as West Nile could be used in the United States.
