This is the project proposal for the Soft Targets white paper group.

Proposal

Introduction: Keunwoo Lee and Steve Crockett

  • What makes schools as potential targets of terrorism worthy of study
  • Summary of the rest of the paper

Critical Resources and Vulnerabilities: Steven Huang

A complete analysis of one specific campus including it's resources, assets (in terms of being able to deal with an incident), liabilities (factors that would make it more susceptible to or compound the effects of an incident), any other relevant factors.

If for example UC San Diego were chosen it would offer a familiar and accessible campus for Steven to analyze, as well as presenting at lease three interesting environmental factors. (1) Near major military installations, (2) Near major Airport and Seaport. (3) Near the US/Mexican border.

Adversaries: Dan Liebling

Dan could then based on Steven's analysis determine and list with detailed profiles what individuals or groups (if any) would have the potential motive and means to carry out one or more types off attack forms upon the campus (and or it's resources).

  • Should include some discussion of historical accounts of significant terror attacks on schools foreign and domestic.

Countermeasures and Consequences: Steve Crockett

Presentation of any possible countermeasures and estimate the potential losses in the event of a successful attack (for each attack form referred to me).

Broader Prospective: Keunwoo Lee

The cost effectiveness and practicality of proposed countermeasures, as well as their social, ethical and legal implications.
