I put the proposed rough outline in my email in the section above. It is based on the Project Description and some of the discussions we have had since then. I know there are more details to fill in. Please make any changes you would like to see. Also, discuss major changes in this section or in email.

Where I could, I've added the primary owners for each item in the outline.

As Diwaker pointed out, visas are not offhsoring or outsourcing, so we need to figure out how we will we tie those in. If we decide to drop visas, then we have a large content hole in our paper.
