Creating Secure Networked Systems

Given that bug free software is impossible, can we design networked systems that are secure? What are the promising areas of research to help get us towards such systems? What are the obstacles? If it is possible, what would be the cost of secure networked systems in regards to design cost, machine performance cost, and useability?
